Study of the legal system and the role of different actors, with particular attention to the regions, in the field of law of the architectural heritage, at international, EU and national and moments of comparison between the Italian system, the French and Spanish. The work is divided into three parts: the first is dedicated to the research of the historical roots of the discipline, its evolution over time, of possible new regional spaces in different levels considered. In the second one we examine three recent cases of conflict between Unesco and the national and local governments, in order to illustrate the powers and mutual intervention possibilities. They analyze three events that have had as a center of interest in certain assets registered list of cultural heritage and natural World. For the case studies were chosen three countries (Italy, France and Spain) whose regions have skills and fields of action quantitatively and qualitatively different. In particular, the regions studied are Sicily (Autonomous Region with legislative and administrative powers large), the Aquitaine Region (without legislative powers) and the Autonomous Community of Catalonia (with almost absolute powers). In the third part of the study moves to the analysis of the relevant public policies and some national and regional economic data and ends whereas the cultural heritage, enclosing itself is the universal breath aspects and elements that contribute to the full maturity of individual values, It involves the intervention of all the institutions, at every level.
