The study aims to propose welfare plans for transmitter of intangible cultural heritage on grounds that the environment for transmitter to transmit the cultural heritage needs to be improved in order to develop intangible cultural heritage of Korea. The support status of transmitters designated by local mayoral and provincial governments is poorer than that of the central government. Thus, the subject of the study’s discussion is centered on the welfare plan of transmitters of cultural intangible heritage who have been designated by Gyeonggi Province. For this end, the study examined the support status of national intangible cultural assets and the support clause of the Intangible Cultural Heritage Act, and discussed the welfare status of the intangible cultural heritage of Gyeonggi Province. The study also examined the preceding research discussions and proposed the following six welfare plan for intangible cultural heritage of Gyeonggi Province.1) To provide support fund for transmission education which covers the basic cost of living of transmitters 2) To apply four major social security insurances 3) To significantly increase expenditure for transmission activities 4) To support development of designated traditional skills 5) To resolve and compliment problem of protection regulation of cultural asset act in Gyeonggi Province 6) To enact special welfare act for transmitters If the abovementioned welfare plans are discussed merely within the academia circle only by the relevant experts, the transmission activities by the transmitters of intangible cultural heritage of Gyeonggi Province will shrink. In order to implement the abovementioned plans, the Gyeonggi Provincial Government and the Gyeonggi Assembly and Gyeonggi Intangible Cultural Properties Association must all recognize the importance of the welfare rights of the transmitters of intangible cultural assets of Gyeonggi Province, and each should strive to enhance the welfare of the transmitters. |
