Abstract |
The United Nations Educational, Scientific and Cultural Organization (UNESCO), which adopted \textlessConvention for the Safeguarding of the Intangible Cultural Heritage\textgreater in 2003, was founded in 1945 to promote peaceful relations between nation-states intellectually and culturally. UNESCO, which is contributing to world peace, seeks to achieve its political purpose, not through coercion or violence, but by cultivating an ethic in which individuals respect “human diversity” and internalizing “peace of the human mind”. UNESCO, an international organization consisting of the nation-states implements the policies based on the involvement and recognition of each nation-state, while at the same time realizes the international peace and universal values beyond the nation-state. This paradoxical aspect of UNESCO is well illustrated by the three concepts of the 2003 Convention: Community, Safeguarding, and Participation. Through the analysis of the three concepts, this paper reveals that the 2003 Convention reflects the recent change in the concept of cultural heritage(heritagization), and that its policy object has shifted from objects (and knowledge) to community , the policy objective from preservation to the promotion of democratic values, and policy means from top-down enforcement to bottom-up participation . |
