Tugging rituals and games in Korea was inscribed on UNESCO’s Representative List of theIntangible Cultural Heritage of Humanity in 2015. There is no doubt that inclusion on the list bringsgreat prestige to the inscribed heritage. However, what is more important is how the heritageis protected and developed after its inscription. The future development of any heritage that isinscribed on a UNESCO list should be in line with the basic principles and spirit of UNESCO.This paper explores potential appropriate future directions for Gijisi Juldarigi, one form of theheritage included in Tugging rituals and games , paying special attention to the fundamental spiritof UNESCO, the basic framework of the UN 2030 agenda, and the links between intangible culturalheritage and sustainable development specified in the operational directive of the Convention forthe Safeguarding of the Intangible Cultural Heritage, as modified in 2016. Factors that must beconsidered in the process of Gijisi Juldarigi’s development are explored, from the perspectives ofinclusive social development, inclusive economic development, environmental sustainability, andintangible cultural heritage and peace.The paper emphasizes that local community residents should be deeply involved in the decisionmakingprocess, as subjects who safeguard and develop Gijisi Juldarigi, that benefits, includingeconomic profits, derived from the intangible cultural heritage should be fairly distributed to thelocal community, and that UNESCO’s fundamental spirit of respecting cultural diversity, encouragingintercultural dialogue, and building peace should be underlined in the whole process of developingthe intangible cultural heritage. |
