The concept of cultural heritage has come to incorporate, in recent years, intangible heritage and human interaction, by formulating a dynamic concept of itself. This concept, which is enunciated as 'comprehensive heritage', shifted to a comprehensive conception including tangible and intangible goods, and the nature, that's understood as interdependent productions. Also, an amalgam between the protection of the cultural heritage and the notion of sustainable development has crystallized, at international level, in documents emanating from the UNESCO. The objective of this study is to characterize legal devices that translate alternative development policies, whereas the development in its application to comprehensive cultural heritage and historical centres such as this category. For this reason, this article will be taken as case witness the regulation that has been implemented in the Historic Centre in Havana, Cuba.
