Most of the strategies and solutions that have been suggested in reports and essays on the relationship between local cultural heritage and festivals are success strategies for festival planning. Due to the break in history and the modern history of Korea, which has undergone a huge social change, the contents that can grow into a local cultural festival with historical continuity are not sufficient in reality. For this reason, village festivals in Japan and France correspond to models far from reality in Korea. However, the purpose of pursuing a ritual festival through such ‘festival planning’ is an important part of festival planning today.In this paper, regional cultural festivals are divided into 'planned festivals' and 'ritual festivals', and the gap between the two was discussed. In reality, there is no case of successful entry from 'planning' to 'ritual', and it takes a long time to succeed. Nevertheless, the hope that the connection between the two could be opened soon is a hypocrisy that blurs the reality of festival planning.
