Strategy and Changes of Development Cooperation in Central Asia : Focusing on Cultural Official Development Assistance

This study is focussing Recently, the donor countries are focusing on their relative competitiveness and seeking out the qualitative way of development cooperation reflecting the demands of recipient countries on the contrary to the past that they concentrated on expanding the scale of assistance. In this sense, it is significant to notice the value of cultural area. Because it promotes the qualitative impact than any other areas, enhancing the inhabitants’ ownership and capacity, and making improvement in the inhabitants’ quality of lives in the developing countries. Based on spirit, identity of recipient countries, cultural Official Development Assistance has supported system, program in cultural area in order to assist the inhabitants in protecting, creating their culture by themselves. It is necessary to have new understanding of the significance of cultural ODA.
