In this sense, it is significant to notice the value of cultural area. Because it promotes the qualitative impact than any other areas, enhancing the inhabitants’ ownership and capacity, and making improvement in the inhabitants’ quality of lives in the developing countries. Based on spirit, identity of recipient countries, cultural Official Development Assistance has supported system, program in cultural area in order to assist the inhabitants in protecting, creating their culture by themselves.
