This study seeks a possible connection between the local government -coordinated cultural events and culture-art education programs and directsupport of the central government. It seeks to find a reasonable co-relatedproduct with a strategic master plan by means of close examination of theeducational contents of Bucheon Intangible Cultural Heritage Exposition2008 as a case of local government - coordinated cultural events.Though local governments in Korea host various festivals and expositionsto promote the local industry related to regional cultural heritages,on many occasions, some lack research on the effectiveness of educationalfunctions that can promote those events and relate the local industryand culture.This study develops the methods and values by means of using thecommon elements of both side events and systems from the previously establishedculture and arts programs which are coordinated by public artsfoundations and governmental departments.Continuous study of the effectiveness of local governments - coordinatedevents and how it is related to educational programs will widen out thestudy to subjects such as the co-relation between events and public relationsof the local government.Bucheon Intangible Cultural Heritage Exposition 2008(Biche) is mainlybased on the traditional elements though; some of those elements are re-moved from the popular region of culture. Henceforth the research andstudy of the productivity of traditional heritages embodied by the moderntechniques of industry and designs are becoming more important in developingthis exposition. Demands for educational functions are also on therise among professionals and citizens.
