Intangible Cultural Heritage is noticed anew and is object of discussion in recent years. The reason are two kinds. The one is awareness promotion of Intangible Cultural Heritage, the other is international concern of Intangible Cultural Heritage policy of Korea.The discussion which argue in the UNESCO accomplish a fruit. Those fruits are concern promotion of a minority race s cultural tradition and make of logic which confront globalization of the USA centered. But the negative aspects and limits are in the discussion which argue on Intangible Cultural Heritage in the UNESCO. The limits is low concern of Intangible Cultural Heritage. The negative aspects are more worried. First, A ‘protection of Intangible Cultural Heritage’ is an inconsistency. According to the attribute of change which Intangible Culture have, the way of protection is a unsuitable. The another problem is ‘who is to protect’ or ‘who has the authority which define Intangible Cultural Heritage’. Though the view the subject is a person who possess culture is accepted, the practice appear differently. As a establishment of subject, removal of activity of a person who possess culture, the initiative of state, guidance tendency of UNESCO and so are found. Moreover competition is appear between the states or local communities. ‘What is protected’ is one of problems. The problem which is a grading of Intangible Cultural Heritage is occur in the process of selection of protection object. Intangible Cultural Heritage policy of Korea is not a international model. I think that discussion of Intangible Cultural Heritage of Korea undergo many trial and error. And the errors occupy in the center or discussion. The critique of handing down and preservation of folk drama is arranged that the original handing down and preservation do not accomplished . And several problem which is worried former is appeared concretely in the discussion of handing down and preservation of folk drama. But the other trait is found. That is the point most of the critiques relate the original. That is caused by Intangible Cultural Heritage policy of Korea as handing down and preservation of the original as it is. The problem is that handing down and preservation of the original do not match with the attribute of Intangible Culture. On the base of the above investigation, my opinion of handing down and preservation of folk drama is arranged as follows. the concept which is the original preservation of folk drama must be do away with. Because of the concept of preservation and the original do not with the attribute of Intangible Culture. The discussion of preservation of folk drama is unnecessary. I think handing down of the original folk drama is impossible also. Therefore the viewpoint of handing down of folk drama is not positioned on the ‘how hand down as the original’. The study of folk drama must not head for only the argument of ‘folk/fake’, ‘original/ invention’, ‘authenticity/artificiality’, ‘designation of Intangible Cultural assets’ and so on. The study of handing down of folk drama is what understand dynamically the continuance and change. I think that all existence aspects of folk drama are object of study. That study may be text centered or context centered. The point is abductive cycle of text and context. I think that a essential argument which pursue authenticity of text and a construct argument which give attention to context which produce text are meet.
