Abstract |
UNESCO is the specialized agency of the United Nations established to promote human development in the fields of intellectual activity such as education, science, culture, etc.UNESCO has its own legal entity in accordance with an separate establishment treaty, and enters into a special relationship agreement with the United Nations, but it is not an internal organ of the United Nations formally.This paper investigated legal issues related to the topics of education, culture and sports among the activities of the UNESCO.First, in connection with the legal issues which the UNESCO faces on the topic of education, it was investigated whether sustainable education for development could be implemented for overcoming various issues such as climate change, drastic depletion of natural resources, continuous increases in natural disasters, spread of infectious diseases, reduction of biodiversity, violation of human rights, rise of polarization and poverty, etc.Next, in connection with the legal issues which the UNESCO faces on the topic of culture, investigation was focused on intangible cultural heritage protection and cultural diversity among the UNESCO convention on which domestic legislation was based.Finally, in connection with the legal issues which the UNESCO faces on the topic of sports, investigation was focused on the legal issues of doping, the central theme of the international sports circles, and the UNESCO’s anti-doping activities and relationship with the WADA, etc.In conclusion, this paper analyzed main activities and conventions of the UNESCO as an international organization in correlation with our legal system focusing on the issues of education, culture and sports in order to explore the linkages with the domestic law policy and identify their implications and acceptability for domestic legislation and, to be more important, provide our policy makers with the methods helpful in establishing proactive institutional systems to respond to global issues. |
