The Changing Transmission System of Jeju Onggi and the Process of Making it a Cultural Resource

In the designation of a local intangible cultural heritage, characteristics and activities of tradition communities such as traders and tradition groups, and intangible cultural property policies of local autonomous entities are the policy holders of the expert group that influence the tradition structure such as the form and manner of intangible cultural properties. The fact that the local government designated Jeju onggi as an intangible cultural property means that it is meaningful that public management is carried out on the tradition of onggi technology of Jeju. However, it is meaningful to designate the holder of the function as the characteristic of the intangible cultural property, There is a possibility that there will be conflicts between the function holders or between the leader group and the leader group. This paper examines the changes in the composition and aspect of Jeju onggi as a local intangible cultural heritage designated by Jeju onggi as a local intangible cultural property. In particular, it focused on the cultural response that the local and local governments tried to attract political support of Jeju onggi, and the village community, which was a representative onggi producing area, emerged as the main body of Jeju onggi, It also paid attention to the change in the relationship between the migrant group and the village community. For detailed analysis, we used in-depth interview data with professional group, intangible cultural property function holder, full-time education assistant group, and past residents of onggi area. As a result of the study, Jeju cultural administration authorities have designated Jeju onggi as an intangible cultural property, and there has been a rivalry between the one function holders and the private pottery group that have been carrying out the traditional preservation activities of Jeju onggi since the 1990s. The museum and the onggi festival were planned in the process of designation of the holder of the intangible cultural property function of the local autonomous entity and the effort to take the initiative in the transmission group. Also, in this process, it was confirmed that the tradition system was changed by reinterpreting the production process of Jeju onggi, which became an intangible cultural property, in the relationship between the local autonomous entity and the private ceramics specialist group that has the initiative of success. Recently, the onggi village has been newly emerged in the transmission and preservation activities of Jeju onggi, and a competition structure has been formed between the existing community and the village community approved by local governments around the initiative of Jeju onggi. These problems are the problem of the current intangible cultural property policies that designate function holders or holding organizations, As long as the intangible cultural property policies of the local governments are maintained, conflicts over the initiative of functional intangible cultural properties including Jeju onggi is likely to continue.
