Due to the break in history and the modern history of Korea, which has undergone a huge social change, the contents that can grow into a local cultural festival with historical continuity are not sufficient in reality. For this reason, village festivals in Japan and France correspond to models far from reality in Korea. However, the purpose of pursuing a ritual festival through such ‘festival planning’ is an important part of festival planning today.In this paper, regional cultural festivals are divided into  planned festivals  and  ritual festivals , and the gap between the two was discussed. In reality, there is no case of successful entry from  planning  to  ritual , and it takes a long time to succeed.
