Since then, the governement has taken the following measures to preserve the ‘Collective Folklore Resources Zone’ such as Selection 5 villages as the protection zone of ‘the Collective Folklore resources’(1974), designation of the protection zone(1977), instruction on designation and management guideline for folk village to local government(1978), designation as local cultural heritage(1980\textasciitilde), and designation of the promotion as national cultural heritage (1984).The characteristics of the ‘Collective Folklore Resources Zone’ policy can be summarized as follows. First, despite the concept of the space-based protection, they are managed by the point-based designated cultural heritage protection system. Second, projects with large-scale budgets carry out with the two goals of preservation and touristify. Third, it started differently from the legalized content and has gone through several stages of application change, and the last characteristic is the existence of various preservation values for the Collective Folklore Resources Zone.The protection method of designated cultural heritage applied to  Collective Folklore Resources Zone  is contrary to the Historical and Cultural Environment of Cultural Heritage, which is applied to the other direction in the  method  of preservation, as well as the  object  of preservation. And the legal concept of  Collective Folklore Resources Zone  is very meaningful in that it includes ‘landscape value’,  intangible value  and  ecological value , which are the space-based preservation values ​​of international norms. The policy of the Collective Folklore Resources Zone effectively preserves  landscape value  through the designation and preservation system centered on buildings. In addition, through the folk village repair and maintenance project, it is seen that a certain part of the  ecological value  in which cultural heritages are preserved in life while continuing the traditional way of life is also preserved. However, it is necessary to change the flexible perception of the  original state  of the protection target and to present a specific target for  conservation and restoration that accommodates change , the various values of Collective Folklore Resources Zone including ‘intangible value’ must be comprehensively preserved in the end by designating traditional customs within Collective Folklore Resources Zone as intangible cultural heritage.
