Part of the research work development in the Postgraduate Program in Information Science from UFMG - Doctoral degree. This article aims at reflecting on the basis of culture and education policies implemented in Brazil after the democratization process of the country in the late twentieth century, in addition to the relationship between information, intangible cultural heritage and new technologies in order to build digital citizenship anchored in rights to information and culture, taking into account the importance of the topic as well as equality issues for the preservation of the identity of the social groups. Assuming that cultural heritage and information are permanently associated, the idea is to demonstrate that the two things together associated with the potential that new technologies bring, will allow the construction of a cultural citizenship anchored in rights to information and culture
