This article chooses Bulgaria,which has accepted the “One Belt and One Road”proposal,as a case study to analyze the role of Bulgarian chitalishte(Community Cultural Centre), a traditional and local mechanism of folk culture transmission. Taking advantage of its characteristics like independence,auto-management and voluntarism,Chitalishte meets the principal of participation of community members as a subject,and well reflects the objectives of the 2003 Convention. From a long-term perspective,the key factor for maintaining similar mechanism of cultural transmission and safeguarding lie s in how to integrate effectively the resources of local community and to keep,and even to attract the young generation.
