However, as horseracing accounts for 90 percent of the Korean horse industry, horseback riding and horse breeding are still in the beginning stage. Furthermore, underrating the horse industry as gambling puts obstacles in the way of its sustainable development. As a result, the Korean horse industry has not escaped from depreciating the values and importance as leverage for the regional development. In this regard, this study suggests Korea should utilize horse-related contents to develop rural communities by providing an example of Saumur, France. Saumur is located in Pays de la Loire, which has more racecourses and races, more breeds than any other region in France. There are many horse-related contents developed for the visitors. The Cadre Noir, inscribed the Intangible Cultural Heritage of Humanity by the UNESCO, is more than an equestrian display team, which has a reputation for one of the most respected horsemanship schools in the world.
