Based on this, the article analyzes the relationship between cultural heritage and identity in Bogota’s Land Use Master Plans —Planes de Ordenamiento Territorial (POT), in Spanish— for the period between 2000 and 2019 and focuses specifically on the historic center. Methodologically, this analysis is supported by a literature review, based on primary and secondary sources, that aims to understand how key heritage identity was understood by these plans, how they implemented this understanding, and what their consequences were. The results obtained were compared to a survey applied to Colombian citizens to understand their sense of belonging as regards the cultural heritage of the historic center. This study shows that, although the POTs defined that heritage was to be protected, conserved, and disseminated to create a sense of belonging amongst the residents of the capital, the materialization of these precepts within the historic sector was founded on urban renovation/revitalization projects that, instead of building identity, fostered processes of gentrification, rootlessness, and expulsion amongst the population. a2145-132X
